The auto industry in the US switched to amber voluntarily in 63, and the law making the amber lights mandatory came out in 68 from what I can tell. it is 49 cfr 571.108.

Here in CA you either have to have amber lenses or amber bulbs but i dont know when that started

The federal DOT regulation for our trucks states the front turn signals may be any shade between amber and clear.
The only ENFORCABLE regulations are the ones in place at the time of manufacture, period.

Agreed, the exception being seatbelt I believe. From what I've picked up talking to ppl it seems that if your truck never had em you don't need em but as soon as you put them in the truck you have to use them and they can't be removed. But in a truck this old with zero safety features and a whole lot that could go wrong and other idiots on the road I don't know why you wouldn't atleast want a lap belt. But then again I'm not a purist!

CSI might be able to determine if bolts were ever threaded in the holes but i doubt they go to that trouble and expense.
i dont really mind the lap belt much, i use the ones in my truck and car, but i do not care for the idea that you can be forced to use one if you do not wish to.

Federal law can NOT be superceeded.
I don't care how many holes are in the floorboard, seatbelts did not become manditory untill 1968.
The only exception to that is for class 8 trucks where the belts are required to be there but you are not required to wear them.
NO state can over ride the federal regulations.

Pretty sure in Kansas that if it was built after 1963 you have to have seatbelts
